When I notice an observant person I generally appreciate their presence. It means there are more people with situational awareness, and that comforts me.
Except with police officers, who are trained to be observant. I find this trait in police officers sinister.
When I search for that meaning I am drawn to the approach of a police officer and everyone else I might encounter: the inherent risk of violence in every interaction with a police officer.
Because an observant person has more leverage to respond knowledgeably and with speed, it is an advantage in emergencies. Most people are not trained to use their advantage to call for reinforcements and use force to assert control over a situation.
Another way of saying it is, some folks look out for others, and some go looking for a fight…
